In year 275 BC we take control of the Rome - this is tough time for the Romans, their enemies are surrounding the country and they do not fear the Roman legions. Our job is to make them change their mind and built the empire that will reach every part of known world (which means Europe, Northern Africa and Middle East). The world is split into regions, each of the regions has its own nation and each nation if full of proud people, who would rather face the enemy than just give up their freedom. Of course the simplest way to gain the land is to convince the nation that they woul be much happier as part of the Roman Empire, but only very few of them would agree on that.
The more typical approach is they will prepare army to defend against Romans and the battleground will decide on the future of the land. Battles are played in real-time (with pauses only to pass the messages to the units) and most of the enemies have their own tactics or special weapons (like elephants in Northern Africa or cavalry flanking your units). The win in a battle will give you the control over the region, but this is not the end of that story - you have to keep your legions there to make sure the local would not start a revolt.
At the same time Rome is still the epicenter of the world and the good morale of Romans is your primary goal. You can organize gladiator fights or chariots race to keep the people happy, but the most important bit is to keep low taxes, so they would not feel used. On the other hand every legion costs money to build and upkeep, so you need taxes... And that is how the game starts to get tricky.
Strategy game created in 1990 by Kellyn Beck, author of Defender of the Crown that was based on very similar concept - strategy on large scale with arcade bits added (f.e. you can control the chariot during the race or gladiator during the fight). Overall good game that shows how difficult the situation of Rome was - while trying to build the empire you have to take a good look at every province you control and keep everyone happy as long as possible.
