1940s war movies were made partly during the World War 2 and partly just after. During the war they were mostly used as propaganda materials to boost the morale of men fighting on the fronts, but also to keep up the spirit of people back at home. Of course it was made in different ways - Americans were creating movies concentrating on brave Americans fighting the barbarian enemies concentrated rather on adventure elements (like Operation Burma, Action in the North Atlantic, Sahara).
British, taking from experiences from World War I, when terrible news from the front were resulting in more volunteers to join the army, during World War 2 were showing more down-to-earth stories often describing the reality of England in war conditions or even how people were tired of fighting (like We Dive at Dawn, In Which We Serve).
German were creating mostly the propaganda movies showing the reasons to start the war or appealing to patriotic (like Heimkehr, Menschen im Sturm, Soldaten von Morgen). Similiar story was with Japanese war movies that depicted the heroic Japanese army fighting the barbaric nations (f.e. Moyuru ozora, Nishizumi senshacho-den).
After the end of World War 2 there were two ways that creators of war movies went - most of the American directors kept the main theme of adventures during the war, while in other countries it was more important to show the horrible side of the war.
